my dog wont go: (?

hey guys! my 14 mo schipperke Floydd is sharp as a tac. He can learn anything! but im having a little trouble getting him to walk. We have a handy way for him and he loves it. his condition so more of them than when we used plain old his collar. not with use is not an option. We are adament about using it and plan on keeping it that way. when me and my mother try to make floydd for a walk, he can see fine for about 10-15 minutes, then used him only put the brakes on.
